If the holes are larger than nail holes use tin snips to cut a strip of flashing the same amterial as the gutter wide enough to fill the area.
Consider installing quality leaf guards or mesh over the gutters if your home is surrounded by a lot of deciduous trees.
Alternatively you can use a joint or decorative cap on the exterior or a piece of gutter laid over the old gutter.
The preferred method for mending a hole in a copper gutter is to use a piece of sheet copper on the inside of the gutter.
